Narrative Description of Project:
The CALA Expressway project is a 4-lane, 47.018-km toll road with a right-of-way limit of 60 meters traversing generally flat terrain. It consists of nine (9) interchanges at grade, 12.207 kilometers of bridges and 4.618 kilometers of viaduct. The project also includes centralized toll plazas, a toll collection system, viaducts and bridges with support structures such as expressway overpass, underpass and ramps.
Description of Actual Services Provided by Your Staff:
The scope of work of the technical advisory services:
Road/Viaduct Development/General Engineering
- Advise on ROW requirements.
- Review and comment on the technical requirements of the DPWH’s request for proposal documents.
- Review and advise on the concept design submitted by the EPC contractors, in terms of technical compliance with DPWH minimum requirements, as well as with local and international standards.
- Review and comment on the proposed traffic management plans to be adopted during Construction Phase and Operation & Maintenance (O&M) Phase.
- Discuss with the O&M contractors regarding their planned interface and integration with the CAVITEX and SLEX toll system.
- Conduct site inspection for clarification of concept design and construction methodology relative to actual site conditions if necessary.
- Provide support, as necessary, to the designated bridge expert of MNTC. Assisted MNTC in conducting technical evaluation of bids submitted by EPC and O&M Contractors.
- Attend coordination meetings with MNTC and EPC Contractors, as necessary.
- Assist MNTC in conducting technical evaluation of bids submitted by EPC and O&M Contractors.
Construction Planning and Quantity Surveying
- Review and comment on the construction methodology and schedule to be submitted by the EPC and O&M Contractors.
- Come up with an estimate using Consultant’s own Unit Price Database for sensitivity analysis.
- Review the CAPEX and OPEX estimates prepared by the EPC and O&M Contractors.
- Review and check the quantity and cost estimates provided by the EPC contractors, and benchmark the costs against local and international standard for input to the Financial Advisor.
- Coordinate with Financial Analyst on other matters pertaining to the project cost.
- Attend coordination meetings with MNTC and EPC Contractors, as necessary.
- Assist MNTC in conducting technical evaluation of bids submitted by EPC and O&M Contractors.
