Constructions Overview
Detailed Narrative Description of Project:
The objectives of the project are:
1. To rehabilitate/restore the Sacobia-Bamban river basin which was damaged due to the eruption of Mt. Pinatubo in order to prevent further destruction of life and property?
2. To rehabilitate/improve two major roads between Pampanga and Tarlac in order to ensure ease of transport, strengthen inter-regional linkages, and to support the growth of agricultural, industrial, fishing, commercial and tourism activities in Central Luzon; and
3. To recover the vast agricultural land now covered with lahar.
I. The construction works:
Package 1: The Bamban river improvement works at the downstream reach from the San Francisco Bridge to the confluence with the Rio Chico River;
Package 2: The training works of the Sacobia River and the Bamban River improvement from Bamban Town to the San Francisco Bridge; and
Package 3: The restoration works of Highway Route 3 including the construction of Bamban and Mabalacat bridges;
II. Agricultural Development Planning in Sacobia-Bamban River Basin; and
III. Monitoring and Planning of Flood/Mudflow Control Works in Pasig Potrero River Basin.
Detailed Description of Actual Services Provided:
The scope of engineering services included the following:
- Detailed design and construction supervision for the Sacobia-Bamban River Basin;
- Agricultural development planning for the Sacobia-Bamban River Basin;
- Monitoring and planning on lahar/mudflow control works in the Pasig-Potrero River Basin; and
- Transfer of technology

Detailed Narrative Description of Project:
The Project consists of the construction of flood and mudflow control works and planning of non-structural measures in the Pasig-Potrero River Basin, updating of agricultural development planning in the Sacobia-Bamban River Basin, monitoring and planning of flood and mudflow control works in Third River and Pasac Delta Area (up to the downstream stretch of Porac-Guma in River). Structures include the almost 300-m span Mancatian Bridge crossing Pasig-Potrero River and its approach roads along the Porac-Angeles road. Part of Supplementary Agreement No. 5, additional services such as construction supervision for (a) remaining works on CP7 after September 2004 viz additional banks and scour protection and river training structures at upstream of Mancatian Bridge, and (b) the proposed construction of Maliualu Bridge and embankment approaches at the gap on the East Lateral of Mega Dike and Deflection Dike is implemented.
Detailed Description of Actual Services Provided:
The Consultant’s scope of services was divided into three (3) parts, namely:
Part I – Detailed Design and Construction Supervision for Works in the Pasig-Potrero River Basin and Delta Area
(I-1) Implementation of Structural Measures; and
(I-2) Assistance and Monitoring Works;
Part II – Monitoring and Planning of Flood Control Works on the Pasac Delta including the Porac-Gumain River Basin and the Third River Channel; and
Part III – Construction Supervision and additional works of remaining works at CP 7, construction of Maliualu Bridge and embankment approaches at the gap on the East Lateral of Mega Dike and Deflection Dike.
