Brief Narrative Description of Project:
The project is a 120-km road project connecting the districts of Dili and Baucau, implemented by the Ministry of Public Works through the Project Management Unit. It involves the detailed engineering design and tender documents for the rehabilitation of 58.32 km of A01-01 (Dili-Manatuto Road) and 56.9 km of A01-02 (Manatuto-Baucau Road) including the conduct of construction supervision and contract administration for works, ensuring full compliance with the designs and specifications. The objective of the project is to improve transportation and physical distribution network by upgrading (rehabilitation and widening) one of the major roads in Timor-Leste from Dili (capital city) to Baucau (the second largest city), thereby contributing to socio-economic development of Timor-Leste. |
Description of Actual Services Provided in this Assignment:
– Preparation and finalization of detailed design report and other technical reports; – Pavement construction including roads, drainages, earthworks, markings/road signs, etc.; – Establishment of effective quality assurance and quality control (QA/QC) system to ensure the quality of the services rendered by the consultant during the D/D, P/A and C/S stages; – Ensure compliance of the contractor and responsible for the monitoring, evaluation and reporting of the overall progress of the project; – Monitor and report the financial progress as part of the monthly progress report, as well monitor price escalation periodically for the evaluation of the contractor’s claim; – Identification of hazardous areas and construction of necessary countermeasures such as slope protection, retaining walls, road warning signs, etc.; – Implement EIA during D/D stage in compliance with the Law of Pollution and New Environmental Guideline of Timor-Leste. |
