Identification and review of existing legal issuances, legislations and policies on SWM, existing garbage fee collection mechanisms, conduct of a willingness-to-pay survey, conduct of consultation workshop, and formulation of policies, guidelines and recommendations on the most appropriate garbage fee level and structure/mechanism that will ensure viability of solid waste management projects.

Data gathering and updating of the existing topographic, socio-economic, infrastructure, hydrological and land use maps in the ARMM (includes the provinces of Lanao del Sur, Maguindanao, Basilan, Sulu, Tawi-tawi and City of Marawi, covering about 98 municipalities and 3 million population).

Survey on six (6) sectors, namely (1) Basic Infrastructure (roads and bridges), (2) Governance, (3) Education, (4) Health and Medical Care, (5) Agriculture and Fisheries, and (6) Water Supply and Sanitation in the ARMM, which includes the City of Marawi and the five provinces of Lanao del Sur, Maguindanao, Basilan and Tawi-Tawi, to formulate and recommend priority programs/projects for implementation.
